Develop clear guidelines for informing storage facilities of the
high-risk nature of submerged EVs, including labelling of vehicles.
Create disaster preparedness plans for facilities and responders,
including steps to safely manage and store large volumes of submerged vehicles.
Allocate adequate space for isolating high-risk vehicles to prevent cascading hazards.
Train towing and recovery personnel on handling submerged EVs,
including disabling high-voltage systems, recognizing thermal runaway risks,
and communicating hazards effectively.
