EMS 1.4.3

Subcontractor Responsibilities

Subcontractors must fulfill specific responsibilities during recovery operations. These responsibilities vary based on their role, but all must adhere to established protocols to ensure safety and efficiency. Common subcontractors include...
Towing and Recovery Operators
Towing and recovery operators must ensure subcontractors are equipped with appropriate tools, including flatbed tow trucks for safely transporting EVs, non-conductive straps and tools to minimize electrical risks, and battery containment pods for damaged or leaking batteries, while adhering to all manufacturer guidelines and industry standards for handling EVs, especially those with damaged high-voltage systems.
Hazmat Response Teams
Subcontracted hazmat response teams must use approved neutralizing agents such as boric acid or vinegar for lithium-ion battery leaks, follow proper procedures for collecting and disposing of contaminated materials in compliance with safety data sheets (SDS), and be equipped with advanced PPE, including chemical-resistant gloves and respirators.
Traffic Management Teams
Traffic management teams must implement road closures or rerouting measures as required by the recovery plan, provide certified personnel trained in emergency scene traffic control, and use clear signage and barriers to ensure the safety of all personnel and bystanders.
Emergency First Responders
Emergency first responders must assess and secure the incident scene to ensure safety, identify and communicate potential hazards such as high-voltage risks or thermal runaway indicators, coordinate with tow and recovery operators to share critical information, and utilize specialized equipment and personal protective gear to manage fires, chemical spills, or other hazards associated with electric vehicle incidents.
